Why would anyone not just use this for the reinforce mechanic

This would have been unreal in {G}, but instead in {W} it is merely a very "WELLLL....it's kinda good, but most of white's creatures are pretty effecient anyways...and I can just cast things with permanent buffs instead..."the {X} reinforce cost would've been stellar in green. Oh well.

This should have just been a zero cost spell with no ability except reinforce for XWW.

Huh... kinda weird. White card with soldier tribal effect has art depicting merfolk riding a wave and flavour text that mentions "tide swelling".
