Sure it's power and toughness are adequate, and its ability is useful, but at 5 mana, it's going to hit the table pretty late. There are much better vampires out there. Points for being common though.

It's a black vampire with red vampire's ability. ie Bloodcrazed Neonate, Falkenrath Marauders, etc.
4/3 for 5 that is more than likely going to be a 6/5 or higher with Rakish Heir and Bloodline Keeper.
Solid common.

I'm not sure how you determined that Zombie Goliath was under the curve.
It's a black common with no discernible drawbacks. Considering this, it is entirely on the curve. It's like telling me Canyon Minotaur is below the curve.
It isn't below the curve, it IS the curve.
This card is also a common, and has a dangerous ability to boot.
It's not below the curve on any count, unless you consider nearly all commons to be significantly below the curve.

Even now, with Vampire Tribal getting a lot more support thanks to DKA, it's still a deeply mediocre and overpriced card.

It's not mindblowing, but it's a serviceable common with two relevant creature types. In 
it can easily pick up evasion and get through a lot. Or, say I decide to put him in my mono-black vampire deck, I could just go the Whispersilk Cloak route.
