Combos hilariously with Painter's Servant and Compost. Yeah, that's right, you both just got your libraries composted. Add Laboratory Maniac to win instead of decking yourself. Psychosis Crawler will probably also get the job done. I should hope.
Or you could run Emrakul, the Aeons Torn, Vigor, Progenitus, Darksteel Colossus, etc. and Mind over Matter, Phantatog/Psychatog, Skirge Familiar + anything that uses mana, and/or Wild Mongrel to increase the hilarity. Or Chains of Mephistopheles and Wheel of Sun and Moon. The possibilities are endless!

This card is hugely underrated.
When you have two in play it adds up very fast. I have a casual mill deck built completely around this card. You have 4 of these, a bunch of stuff that draws you cards (so you have lots in hand) and throw in some Teferi's Puzzle Box. He's milling 15 cards a turn in

Get one of these out, and all your Memory Lapses become Counterspells while all your Time Ebbs become Terminates. This is amazing in mono blue.
Of course, you can get the maximum benefit out of it by playing Teferi's Puzzle Box and the like. It's also good in a deck with a lot of card draw because it stops you from self milling (i.e. Your opponent's deck will run out first). And, obviously, you can target yourself with the mill to help fill your graveyard.

Run 4 of this, run 4 blue sun's zenith, cast blue sun's zenith over and over again on an opponent's end step allowing you to draw as many cards as you want, watch them mill there deck before your very eyes. Works like a charm in all the games I play, especially since my control tactics tend to draw the game out to the point where I have 10+ lands out.

You can obviously remove a threat you see from the top of their library, but if they don't have a threat you can mill yourself if you don't like your next card.
