This would be a decent card if it didn't have that way-too-high three-mana activation cost, or if it could be used with sacrificed artifacts. But the combination of those limitations makes it way too weak.
It's odd; early in Magic, they tended to significantly overprice any reusable source of card draws... yet they still printed Ancestral Recall.
