"Tap all creatures" has never gotten much Constructed traction, probably because it's unusual for there to be more than about two creatures to tap, at which point you're better off running removal. It is, however, underappreciated in Limited. When I was first learning Sealed, the conventional wisdom in my area was that "tap all creatures" came fairly close to "win target game" in Limited, especially Sealed; it's fairly common there to have a sizable army, with combined power easily exceeding your opponent's life total, that you dare not go all-in with for one reason or another. And if you can't arrange that, at the very least this will grant you a short reprieve from taking damage and usually afford you some kind of substantial free swipe at your opponent into the bargain. This may be the best version of that ability there is, playable on your opponent's turn for no mana; I didn't play much Masquerade Cycle limited, but I'd have probably given serious consideration to splashing... well, this is about your only option in the legacy sliver mirror match once Crystaline Sliver hits play. Other than that, i guess it's other two uses are vs Goblins and Dredge... bonus points for working well with Winter Orb. Whoops, almost forgot about Natural Order powered Progenitus.
