Well I certainly wouldn't play it in a blue/red or blue/green deck. If the opponent doesn't have any of the colors mentioned you end up putting your own creature on top of your library. (Unless that is what you want of course)

Its price is a bit steep for the abilities it offers. I'd rather just use some other sweep card.

Ah, how fitting that I should be the first to comment here.
I chose this card to represent me in the world of Magic years ago when I first joined the Wizards boards. I literally just skimmed through my collection until I found a satisfactory creature. This card does three things that I enjoy: Time Ebb, hose both enemy colors, and fly in for 2.

Obviously works well with Tidal Visionary with whom it was paired in the Comeback deck. Seems expensive, but like HuntingDrake said you're combining Time Ebb (well, enemy colour hosing if you've no colour change effect available) with a 2/2 flyer.

Might be fun to flash this in with Teferi.
