There a better choices for reanimator decks, things like Reanimate do it quicker, and things like Chainer, Dementia Master are more flexible (able to hit all graveyards, instant speed, and generally will result in less life loss than something Delver reanimates). Nonetheless relevant tribal type that can also beat face when necessary. Kind of funny that a Phyrexian Delver can fetch...another Phyrexian Delver

Gotta compare this to Karmic Guide. No echo, but you lose life. No evasion, but +1/+0. Combos involving this guy will lose you a lot of life. Karmic guide combos cost you no life.
Obviously Karmic guide is overall the better card, but I could see this being played in its place if you aren't going to combo.

The real point with this creature is the fact you are getting a sort of free creature when playing it. In addition, if you reanimate it then you get two creatures in the deal.

Well, you get a 3/2 zombie four 3B mana and Reanimate attached, which ain't bad. It's slower than Reanimate, but since the guy is a zombie he can be easily buffed, tutored for, reanimated, and be used to kill your opponent. :P You could use it to reanimate a devouring strossus, and feed the delver to the strossus during the upkeep. :)

Seems overcosted.
Reanimate can get a creature from any graveyard. Delver would be a lot cooler if it could do that.
