Actually you're only paying {1}{B} for a cantrip. Look up Dark Banishing.

Cantrips are wonderful, but this one is a little overcosted off of a card (Dark Banishing) that has become generally obsolete due to the printings of Go For the Throat, Doom Blade, and Rend Flesh, among others. Still, a cool name for a card that certainly fits black's flavor.

This card is pretty fairly priced, I think. Really useful cantrips are worth their weight in gold. I could see this getting more use in EDH or other slower, casual formats.

Is Yawgmoth's mark an ability? He couldn't use it on Humble Budokas then. So he can't mark them, making that point valid.
Black creatures are dead anyway. Eh.
