Nope, i don't think so
I believe a spell remains on the stack until it has entirely resolved (or it is countered) - then it is put into your graveyard.
In the case of Restock, or does it's first ability then goes 'Ok, what now? Oh - I have to exile myself' So it exiles itself. Then it may try to go the graveyard, but it is no longer in the game, so it can't

Pretty nasty affect in EDH- you'll almost always have something to grab with it. Like how they made it exile itself so you couldn't infinitely use 2 Restocks to get everything out of your graveyard.

Got it also in most EDH/Commander decks that can play it. It's like a double tutor in the late game.

Combos with another restock and Pull from Eternity on an Isochron Scepter for what it's worth...
(had to put that there since so many of the comments were about the second part of the effect)
Overall, I've found it to be reasonable. The problem, of course, is that it's very slow. You have to wait to get some sweet cards in your gy (or spend time doing it on purpose), then you have to spend a turn casting this, then on the next turn you get to use whatever you got back. As people have said, tends to be stellar in slow formats like EDH, but is mostly just a little too slow and vulnerable elsewhere: if it get's countered when you spent T5 casting it, it's a giant blowout. If only Panoptic Mirror weren't banned in EDH (oh wait never mind that's a very very good thing)
I like it though because even though it has flaws, it's interesting, and you can make it fantastic if you build around it. Also card advantage in green... (see all)

Do cards like this go to the graveyard, then upon resolution, get removed from the game?
Could be some interesting exploitations if thats the case.

If it resolves, you get the cards back, and Restock is exiled. There's no way to just get half the effect.
