This card is meant to be used to summon Darigaaz. There was a whole cycle of lands like this each for summoning a different primeval.

I've never found this cycle too compelling. Sure, the mana fixing is solid, but it's a one time deal and it sacrifices a land drop.

I really don't think this should come into play tapped. If it didn't, I would totally use it in my mostly {R} but a little {B} deck...

They're good lands. They will give you two mana on the second turn, three along with a basic land; that is mana acceleration, because if you were just playing mountains you'd only have two mana on second turn. It's hard to sacrifice your mana base that rapidly, but in certain decks they're valuable.
I like using this card along with Irrigation Ditch in my sliver deck; either of the cards played first turn will let me play a Gemhide Sliver the second turn along with (hopefully) a blue mana left over for a turn aside or force spike for when my opponent tries to kill my second-turn gemhide sliver. As long as the sliver lives, then I don't miss the land. And if I do have to do something crazy like hardcast a Sliver Queen without the gemhide sliver in play, these cards are very useful for that as well.
