A classic for black. That said, I really think we can do better. I really hate waiting for turn three. How about:
Shared Torment {BB}
As an additional cost to cast ~ discard a card
Target opponent discards two cards.
It's offensive, flavorful, and makes black happy because they can put a fatty in their graveyard.

Considering Blue got Mana Leak to replace Counterspell, it might be fair to give us "Target opponent discards two cards, unless he pays (3)" for BB. Your card is a bit too similar to Smallpox, and probably not as good.

This card is great in monoblack control; particularly mixed with Depise or Distress, since you'll already know their hand.

Like Divination, it isn't terribly good at 
but would be overpowered if its CMC was reduced by 1. Needs an extra effect.
