If its just casual then you can get everyone to agree it taps for 1 as a house rule.
However the official standpoint is that if a general with no color identity (like Karn) or in a format with no generals, Command Tower may be included, but cannot tap for mana. Colorless is not a color.

Here we have a card that is absolutely worthless in non-Commander casual, but indisputably flawless in Commander. This is simply the best mana-producing land you could want, and I'm glad they made it common because every Commander deck wants one.

It is just as 'common' as any other non-basic land card from the precons. But because this card will automatically go in any multicolor EDH deck, it's going to be one expensive common.

@scumbling1: well, as it's in every Commander deck, it's five times as common as, say, precon Skullclamp (or any other card in only one of the decks, such as the commanders themselves). But you're right in that the rarity on these cards is really irrelevant.

@Lavrant: I'm pretty sure that if your commander's identity is colorless, you can't use this card to add any mana to your mana pool. You also can't include basic lands in your deck :D
The only generals with a colorless identity are Karn, Kozilek, Ulamog, and Emrakul.
Memnarch and Bosh have abilities with colored mana in the activation cost, so they identify as blue and red, respectively.

@TheWrathofShane: Basic lands do have color identity (since, per the comprehensive rules. basic lands have a mana ability which contains a colored mana symbol) so a colorless general cannot use basic lands.
