City of Brass w/ no downside? Don't mind if I do. If you are playing a commander deck w/ 2 or more colors you should be playing this because of these two reasons:
1. It's a fixer that can produce every color of mana that you can use the turn it comes into play. In other words, it's literally perfect mana.
2. It's only like $6 on amazon.
Mono-color decks can't really use it but they tend to have a lot of good cards in their mana base like Valakut, the Molten Pinnacle or Emeria, the Sky Ruin or Cabal Coffers.

Wizards announced a new set of five commander decks, all with Sol Ring, Commader Tower and other precious treasures.

I understand the excitement about this card. I really do - Commander is a popular way to play, and this improves almost any Commander deck. Of course, as someone else posted, that can be seen as a problem - at what point does it become pay-to-win? Maybe not here, but have we started down a slippery slope?
I'm also wary of R&D designing a card (now, with the advent of Commander 2013, there are in fact a bunch more of them) that only works in Commander. You wouldn't effectively mention Legacy by name in a card's rules text, nor Standard nor any other format, and I can't help but wonder if there will be a (metaphorical) price to pay further down the line. See: pay-to-win, market segmentation, price issues, etc.
