It's like Temple Bell, only you can charge it up for more payoff. Play it straightforwardly for group hug, or build your deck specifically to take advantage of your opponents drawing.

Damage is dealt, in response to Sword of War and Peace effect, we draw 1-3 cards; this means 1-3 more damage and 1-3 life healed

I like to think of this as being great in discard. It gives you card advantage while giving opponents a hand to lose, activating Liliana's caress , megrim , and the like.

Sigh, you know you can skew your deck to benefit you more than your opponent with symmetrical cards right? Does Runeflare Trap help your opponent too? How about Molten Psyche?

Guys, this is a great card.
It's just not tournament quality, everyone who plays with this card will have loads of fun, especially if any player has proliferate.

great for mill decks... if you charge it up for a couple turns, you should have the mana to counter any cards they will get from it (blue mill w/ control, obviously).

This card is great because you don't have to use it when it won't help you. It's great for EDH, great for draw combo decks, it has its uses. Unlike howling mine, you get to choose when this grants card advantage, and unlike temple bell, you can do something with it when you don't want people to draw.
