This is one of my favorite cards; I haven't ever really sat down and picked out a top ten, but I imagine this would make it into the upper half of the them. While I acknowledge that Demonic Tutor is a better card, I like this card more. This is because it illustrates very well a concept most are slow to grasp: it doesn't matter how many cards are left in your library when you win the game.
I also like Spoils of the Vault for it's similar lesson on your life total.

This card is a wonderful example of how this game has evolved.
Similar to the famous Necropotence ("Worst Ice Age card!") and Dream Halls ("Worst Stronghold card!") gaffs of InQuest magazine, I remember a lot of people looking at this thing back then and deeming it to be utter crap: "What? And if the card you need is in the top six?"
But as scumbling1 says: Who cares how many cards are left in your library when you win the game?
Demonic Tutor can be used by anyone, for almost anything, even lowly mana fixing.
Demonic consultation is for people who really know what they are doing. And back then, that number was still quite small.

You'd better really want that card. 10/10 flavor, neat art, and a very useful effect that gets you your combo pieces on the cheap and FAST. No screwing around with card draws for black, no siree.

Pure brokenness.
This is one of those unique cards that actually gets MORE powerful in a formats with powerful cards. BILGIC. Mediocre in limited, insanely broken in the most cruel, ruthless, and blood thirsty format - Vintage.
There's a reason this card is restricted. There's a reason WOTC will never print a tutor as powerful.
