I like how the flavor text is a less-than-subtle strategy pointer. This should be an instant though.

No it wouldn't because that creature dosn't deal any combat damage anymore than any other attackers creature that didn't attack.
As this being an instant: No, it's much more cruel to cast this before your attack and watch your opponents agony on deciding: Do I block and lose my cretures or not and lose my creatures.
this is good card that I'd like to see reprinted.

Actually, it does work. The "deals no combat damage this turn" is part of the effect not the cost. That effect triggers during that declare blockers stage (if your opponent declares that they do not block). Let it resolve, then use Reconnaissance. After the block but before using recon, your creatures are still attacking and unblocked. What happens to them later doesn't matter to the gaze, as it has already done its thing and resolved.

Where's the agony in that? Everyone's always going to choose to block. There's no advantage to letting any creature through, if this has been cast.

This oracle text does not match the original card's functionality. Now, the effect is triggered when blockers are declared. That makes it faster than first strike! The intent was for the creature to deal its (combat?) damage to a creature instead, like Butcher Orgg or Soltari Guerrillas.
