I don't see how his ability is a downside.

Enchant or equip the snake with something that is a threat to your opponent, and attack. If your opponent taps two of his mana to keep it from flying, you may potentially have closed his ability to cast any instants or activated abilities allowing you to activate something else without worry.

He's got a pretty good body/cmc ratio for a blue creature without the flying. He certainly isnt bad for a common.

It's fine for Limited, but terrible in contructed. What deck would want a 2/3 french vanilla flier for three, let alone one that can be forced to the ground? I'll stick with Serendib Efreet or Sea Drake. If playing Pauper, I'd still prefer Illusionary Servant, or even Cloud Elemental.

The only good thing about this card are the mind games it plays on the opponent...
--Opponent plays Ribbon snake--
"Should I save the mana?"
"I should build my army."
--Smacked for 2--
"Should I save the mana?"
"I think I can take it again."
--Plays spell that gets cancelled--
"Crap"
--Smacked for 2--
"Should I save the mana?"
"Whatever, I'm still above fifteen, right?"
--Plays spell that gets undermined--
"Lame"
--Smacked for 2--
"Should I save the mana?"
"I think I'll save my mana and creatures to kill that stupid snake!"
--Opponent gets some inspiration--
--Opponent plays another ribbon snake--
"Either play something or get smacked for 4"
"Well, let's stick to plan B...do nothing...."
--Opponent plays sleep--
"Screw you"
--Smacked for 4--

.......and it keeps going like that

This is meant to tap the opponent out, not be a powerful creature. Blue likes when the opponent has no resources left to answer for Mana Leak.
