Clearly no one plays with mana flare any more. In my U/R deck replete with Izzet Chronomancer-s, false demise-s, and the Mirari....I cast the shizzle out of this card.

This type of effect was very rare at the time (still is), so they didn't have a good handle on how much it should cost. Additionally, they were still in power level recoil after Urza block, otherwise this would have probably exiled more cards. I'd guess 12.

At least this one is very expensive to cast, meaning you won't have to worry about it early in the game, and it's not likely to happen often. That's the way it should be for effects that let you search through someone else's deck. (Actually, I'd prefer that it doesn't ever happen).
