Well, that encourages bad play. It makes people want to play everything on the first main phase. Also, even without mana burn, it still sucks.

Fear is already a pretty meh ability. Conditional fear is awful.

This was the first creature I played against with a fear-like ability, thought it was a pain to fight back then...oh how times have changed. There are much better cards nowadays

Fear is nice, just cast during your first main phase and tap excess lands for free.
