This card is totally unplayable. Here is a discard spell that costs MORE than Mind Rot and Stupor to hit a player with two random discards. Hymn to Tourach aside, this card should read:
Flay, 1BB sorcery
Target player discards two cards from his or her hand. That player may pay 1. If he or she does not that player discards two cards at random instead.

I realize it's not fair to compare this to Hymn to Tourach, though it has that effect. However, did they really need to make it cost the same CMC as two Specter's Wails (a fairly bad card!) AND give the opponent a way to lessen the pain? 
would have been a more reasonable cost for what this card does. It would rival Stupor and Mind Rot.
