It's devastating enough against a token deck actually. And 3RR is a fair price for LD in Commander. No, it's not as useful in every possible game that any every possible deck in every possible Format.....
but cards that ARE that good tend to be Banned shortly after being discovered anyway, so...meh.

Interestingly, from this point of view Jace, the Mind Sculptor should actually be less than 4 stars, GIVEN that I am rating cards by 'where are they actually being used'. Devastate is 3.2 stars in Commander, and since Eternal is the only place where Jace's *** flies anymore, once you compare him to the format, he's closer to 3.5-3.8 stars. Those formats can play things that fairly decisively ruin Jace's day. Like Vindicate. Failing that, let's see him Unsummon a turn 1 Blightsteel Colossus.
