Actually, since Windborn Muse was created first, Ghostly Prison is really the muse in enchantment form.

Actually, since Propaganda was created before either of those, this and Ghostly Prison are really Propaganda variants in white.

But if you really want to go deep into the rabbit hole, Propaganda (which you rightfully claim is the original version of this card and Ghostly Prison) is actually weaker version of the original creature "tax" Tabernacle at Pendrell Vale.
