This dude is alright in a U/W deck, especially in a knight deck (with Knight Exemplar for example).
I also once played him in a Haakon deck with Buried Alive and Locket of Yesterdays, that was pretty funny too. (Consider though that the locket won't reduce the cost of a single card you cast from a graveyard, since it's not in your graveyard as you cast it.)
You can also play him with Aluren in a Haakon deck, which will allow you to draw your entire library if needed - which should be enough to win you the game, and is especially awesome since you really need nothing but Aluren in play and Haakon and Court Hussar in your graveyard.

I run a pair in a UW Knights Tribal deck, and believe me, he's underrated on this page. I use under 10 blue cards, and only four blue mana sources in my deck, but this guy is the glue which makes my deck function. My only regret is that he dies if I bounce him with Venser, the Sojourner.
