Late-game, this stacks your draws to weed out all those lands you no longer need.

@ The_Stray Bone Harvest makes you wait until next turn to draw the card, Footbottom Feast lets you draw it now. Since it is also an instant, you can cast it as an act of desperation in hopes of topdecking a Counterspell or Fog or something.

Drawing a card later might be better verses cards like Distress. This card is okay, can be a game changer later on.

@Ideatog, that is a good reason for why this should be rated higher, not lower, than Bone Harvest. The fact remains, though, that the question was why it IS rated lower.
