Given that this is for novices to Commander, I wonder if Doubling Season would have proven overwhelming for them, especially if they're also novices or just-recently-former-novices to the game in general (not to mention that the Necra deck this is in doesn't have ANY proliferate cards). I think it could be argued that this is more of a thematic fit for Ghave, on account of its sacrifice-a-creature ability. At least the drones are unequivocally expendable.
But come to think of it...Doubling Season? In a deck with X/1 token makers and SKULLCLAMP?! Just how vicious do you want these decks to be?!

@SkyknightXi, That argument against putting both of the cards in the deck is moot, as if they included a cards with the power of skullclamp, another card with the power level of doubling season would not be that bad.
Anyway, this card fits perfectly in the apocalypic swarm principle of the deck. My contention with this card is that the spawns are very small, and thier 0 power makes them ineffective with Sigil Captain and Vish Kal. Works perfectly with the general though, as you can turn the spawn into saprolings, or just make huge.

Skullclamp is also about $20 cheaper than Doubling Season so it was highly unlikely that Doubling Season would appear in a precon. Being able to double a planeswalker's loyalty also makes Wizards very afraid of Doubling Season these days. If the deck had come out a little later, Parallel Lives would have been an easy inclusion.
But back to Awakening Zone. It's a good choice for the precon. Eldrazi Spawns are a versatile resource in a Ghave deck. You get a free creature each turn for cards like Aura Shards or newcomer Mentor of the Meek. It can help pay for Ghave's activation costs and it allows you to freely sacrifice creatures for cards like Grave Pact or Martyr's Bond, two cards that appear in other Commander decks.

Skullclamp and Doubling Season are NOT Awakening Zone. But, if that's really what we're going to discuss here, I'd like to point out between the two, I feel Skullclamp was the much more tame option. Sure, it's broken, but I've honestly never seen the appeal. Card Draw is cool and all, but comparing the two; skullclamp is a much poorer return-on-investment engine for empty card-advantage compared to the sheer in-play board presence Doubling Season affords. Cards-in-hand don't mean crap when you can get absolutely insane in-play cardless advantage.

Great card if you need a sac outlet or are playing counters. Good pick for the precon. Its a bit slow for my tastes, but in commander it works.
Precons are supposed to be thematic and matched against each-other. Its not just the best cards. Throw in a doubling season on your own if you need to. It doesn't help that they just reprinted it.
