On the plus side, you can use this multiple times per turn. Late in the game, I could see playing this to filter out the cards you don't want.

This is a powerful card in a deck that needs the right card in hand, the right card in the graveyard or the right Madness card to be discarded. One blue to do it at will is not a bad deal at all.
It can be neat tech in a Brain Freeze deck, for instance.

It has its uses, but it would be significantly better without the cumulative upkeep.
Still, it's priced about right and U to fuel madness and graveyard based effects (or even to filter through your cards) wouldn't be bad. If it wasn't for that cumulative upkeep...

Wow, this card is not good. Cumulative upkeep for an effect that is virtually free now from the likes of Merfolk Looter.

It's outclassed now and I doubt it was ever considered good when it was printed. I don't even see a use for this in Ice Age limited.

Oracle wording ruined this card. I fully believe that if the discard had been part of the effect, and not the cost, this card would still be balanced. And hey, maybe actually good! You could then, when you had an empty hand, pay to draw a card, play it, then pay to draw another.
As it is now, you can't even activate the ability if you don't have a card in hand. So this is guaranteed to always be card neutrality (at best), and never card advantage.
The only decks that could really "break" it (storm, high tide, legacy and vintage junk) are already broken, and have much better things to do anyway.
With 3 CMC to cast, cumulative upkeep, and a minimum of to get +1 card (if you're ALREADY in topdeck mode), this would still be entirely fair.
Wizards! Revisit this Oracle text!
