Turn 1: Island, Water Wurm
Turn 2: Island, Mystic Might on the untapped island. Pump wurm. Attack with 3/4 Water Wurm
Turn 3: in response to cumulative upkeep, tap land to pump wurm. Attack again with 3/4 Water Wurm, and you got two mana left for stuff. :)

Or play it on lands you can untap somehow. Ley Druid or Twiddle or whatever.

Still not great, could be worse though.

It's a blue pump ability for equivically 2. Unless your desperate enough to keep it around for a second turn, then it's 3.

majinara has a good point: Untap comes before upkeep so you can use this twice before paying upkeep. Still sucks though. Maybe if you had infinite land untap like:
Freed from the real + Magus of the Candelabra + training grounds. But then you'd also have infinite mana.

I was prepared to write that this is the worst rare in Ice Age, but it's actually not THAT horrible. Hardly anyone will keep it around for long, that's for sure.

Also, even if convoluted, you can create infinite pump loops.

If this was just a sorcery that cost 1U and read "Target creature gets +2/+2 until end of turn" it wouldn't be too bad. This can do much more than that. If you tap the enchanted land the second turn it's out before paying the cumulative upkeep, then you're spending 2U and getting +4+/+4 in total buffs.

If you have a way to untap lands (Cloud of Faeries, Hidden Strings, or Captain of the Mists for example) you can get tons of extra value out of it. And in the late game you might be running out of things to do with your mana anyways; this give a blue deck a way to convert its extra mana into damage.

Considering how rare blue pump is, I like this card.
