It's like Ponder...but able to be used aggressively...wow...is the delayed drew really that big a drawback, or is this card as good as I think it is?

For 1 CC, this is a screaming deal. You can either try to mess up the other guy or accelerate your own plans.
On offense, this guy would be a nice companion to Millstone.

Draws on next upkeep isn't a disadvantage at all when you think of it. Early on you don't have to worry about forcing yourself to discard from having too many cards in your hand.

I've seen this ran with Cosi's Trickster and Psychic Surgery, both of which can be dropped fairly quickly. You can get a Cosi's Trickster out on turn 1. Turn 2 drop an Island, a Sol Ring, and another Cosi's Trickster. Turn 3 play a third island, play two Psychic Surgerys, then cast Portent on your opponent. You now have two 2/2s and you've exiled two cards and stacked the next two draws for your opponent, more so if they're playing fetch lands.

Compared to Ponder, this is slightly better on the first turn, but gets worse as the game goes on.

Would have been nicer at Instant speed. For just {U} more, you could go rummaging for that counter you actually don't have on your hand, or mess with your opponents' Top, or...
