I'm not particularly fond of the amount of reprints and semi-reprints in this set, but this one I do love.
1) Arrest is perfect for Azorius
2) The art is hilarious and, as StreamHopper pointed out, you can imagine the affected creature sitting in a room, looking like this (if you do this to an Eldrazi or something similar it's particularly amusing)
3) The flavor text is hilarious both by itself and as an example of Azorius thought processes

I personally think that Arrest deserves it's uncommon status.
Sure it has been common before and there's Oblivion Ring with the same casting cost, but it remains a strong removal card.
Thank you wizard for trying to balance out cards and their rarity (sure, there are misses too, but I'm happy about this one).
