I love that Blue can use Arrest-type effects (e.g. Encrust), but they're less effective and more expensive mana-wise.
It's a clever way of showing that the Blue side of Azorius can establish order as well, but it just comes more naturally to the White side of the guild.
Sometimes I wonder what the perfect government would be, as far as Magic colours go. Personally, I think a utopian government would White-Blue-Red, in fairly equal proportions.
Azorius: White/Blue, but lacks the freedom and emotion that Red brings. Too rigid.
Izzet: Blue/Red, but lacks the humanitarian purpose that White brings. Too reckless.
Boros: Red/White, but lacks the imagination and creativity that Blue brings. Too narrow-minded.
I feel like you can get all the individuality a society needs from Red, without having to use the exploitive Black colour. Missing out on Green could be an issue, but White provides a sense of community, Red substitutes emotion for instinct, and Blue can handle e... (see all)

Anyway, I'd say casual players will find that with Pacifism, this, Azorious in general, and Encrust, a cheap bog-down deck is within reach (and price-range).
Did you also know that Arrest is one the few cards with 3 or more reprints where the art is different in every one?

This is one card I hope to open and play with alot this weekend. It is a nice card for limited. Not really as good as an Oblivion Ring, but in limited they are very even.

While I do think that O-ring is better as utility removal, this works better against your opponents creatures at the moment. With all the ETB and LTB effects running around, as well as all the enchant hate, temporarily removing the creature might not be the best idea. 4/5.

@endgame: In particular, this generally answers Thragtusk better. The primary issue is that it can be flickered to drop the Arrest off and trigger the ETB/LTB anyway, so it's a question of whether your opponent has enchantment removal or flickering effects.
