This will really shine in self-mill: It provides easy milling from a very early point in the game and later on lets you fetch what you need from all the stuff you've dumped. Combine with a turn two Deranged Assistant and you'll be getting off your graveyard strategies in no time.

I don't get why this card is rated so low! It's an artifact that costs 1, you can use it immediately to mill 1 card (especially useful if someone just tutored for something that puts it on the top of their library/scry/top). And down the road if you want to grab something, then yes you can. 5 mana to grab something you need is not a big deal.

I mostly play EDH, so this card is golden.

Very good EDH card. Ever got tired of someone using a sensei's divining top? How about a vampiric tutor and other tutors that put the desired card on top of a deck? Ever had that great enchantment that got destroyed early game and you wish you could have it back? Dredge (self-mill), Zombies, Mill should more or less auto include this card. Think how much milling will be happening if this is in your opening hand as EDH games generally go long. Would someone really use a kill spell/effect on it unless its a recurrable (goblin tinkerer) effect. And if they do use a disenchant or the like, that is one less spell to use against your real threats and you've made your opponent make a tactical error.

A way to bring back planeswalkers is especially nice for mono red.

Magic needed something cheaper than Grindclock and Wand of Denial.

Expensive yes, but colorless Regrowth is nice.
Even better is near-reprint of Regrowth

At first glance at this card, was like WTH? But after this weekend I can see the utility that it definitely has. EDH for sure, Limited for sure, Constructed has a lot more better choices.

Mill and colorless recursion? Hell yes! Going into every non-green deck I own (and maybe some green ones too!)

To all the people saying "Why not just play a tutor?", nothing is stopping you from playing those while this card does its magic. Besides the single generic mana to cast it, it basically lets you search your library mana free while you're casting those other spells.
