Divination: 3 mana sorcery, 2 cards.
Concentrate: 4 mana sorcery, 3 cards.
Tidings: 5 mana sorcery, 4 cards.

Jace's Ingenuity: 5 mana instant, 3 cards.
Opportunity: 6 mana instant, 4 cards.

None of these are strictly better or strictly worse than another. So choose which one you want.

@AXER: This is better because it's an instant. So you can leave mana untapped for your opponents turn for counters, and then if you don't end up countering anything big or have empty mana at the end of their turn you can tap it and draw four at the end of their turn.

This is pretty good. You wait until its safe to cast, at the end of your opponents turn when their was nothing to counter. Then you get to untap and use the mana the following turn. Also, even if you did not have a counterspell in hand, the untapped islands might prevent your opponent from even casting their bomb in fear that you do have a counter. And after you use this, your probably going to draw a counter XD

Sphinx's Revelation has shown us how valuable instant speed card draw is. Granted it had x in its cost and granted some small life gain, but your usually casting it for 6, or 7, drawing 3, or 4 cards and gaining 3, 4 life.

This card does all but gain u a little bit of life, while not costing an arm or a leg. With it's reprint in M14, I think it might pop up in standard as poor man's Sphinx's Revelation, and give grixis, bug and other non white bue decks a way to gain some late game card advanatage

Name is really well suited for the draw-go tendency of blue and its use at the end of the opponent's turn. Using that opportunity to its fullest.

There ain't many cards that let you draw a lot of more cards at instant speed. This one is solid, especially good in teamed games, where you can make your teammate draw cards as well.

Instant speed is good, but I'd be tempted to run a braingeyser in place of this card in games that are guaranteed to run a while (like EDH).
