Imagine how unplayable blue would be in a draft with this in it.

How would you ever resolve this against the deck that you want to resolve this against if it was a sorcery?
At the very least, it leaves them tapped out so you can play stuff! New players always ask how you beat counter decks. Instants are one of them!
