1) You're green, so your creatures are bigger. Who's worse off, the guy with two 6/6 -> 5/6's, or the guy with six 2/2 -> 1/2's?
2) It hits your opponents far harder than that; your attackers are only shrunk a little, but you pump a lot of mana into this on their turn, rendering their attackers worthless.
May have cumulative upkeep, but is the most affordable possible. Green should be able to keep this going a good long while.

I'd understand if this would affect your opponents creatures, but why would a green mage decrease the amount of damage their creatures do. Bad card.
