this card is great. is't practically a boomerang and a fatigue combined.
it could've been an instant, but it probably would have costed 1 more.

Well you know, maybe it will come back someday with a different name, maybe even as an instant. I also wouldn't be surprised if the cost stayed the same, what with power creep and all.
I always liked deck bounce effects, and 
cards are a rather small collection at the moment.

T2 boomerang gives you the tempo advantage at the loss of card advantage, T3 temporal spring continues the tempo advantage without losing the card advantage.

Putting cards on the top of the library can be so demoralizing. Just imagine
T2: Memory Lapse their spell
T3: This to put a land on top
You can follow that up with all sort of mean things, maybe a Temporal Eddy, but even just the two would make many opponents despair.

Instant? Are you people insane? This is an upgraded version of Boomerang losing the instant but putting it as your opponent's draw on his next turn. With green in the casting cost, potential 2nd turn spell if you let out a Llanowar Elves on turn 1 with a forest and put down an island on turn 2.
People forget that at times, Memory Lapse can be better than Counterspell. This is comparable to Boomerang
This slows any deck down played early, and can set opponents back late game by forcing them to recast and redraw their potential game winners
4.5/5 for the powerful effect early and late game
