Good effect, but it really should have been at instant speed intead of sorcery.

Fred, permanents refer to cards on the battlefield, not the graveyard. The answer is no.

Just think of it as a Vindicate and suddenly it looks a lot better... sure, they get their permanent back next turn.... but as long as it didnt have a CitP/EtB ability you didnt give up Card Advantage.... in fact, it gives you information about their next draw.... AND it can be used in the same manner as Stone Rain to gain tempo against slower decks...
I'm surprised this card isn't rated higher. I've played with it a reasonable amount, and it really does feel pretty strong when you cast it. 5/5, just for being a neat card.

In a Ceta control deck I use (Guided Passage is hella rad) this card is hilarious if I card advantage them into topdecking mode and they draw a land... cuz they're doin nothing that turn and thanks to this card they're doing nothing the next turn as well!
Most control cards sit in your hand if the opponent has an unexciting board state, but this is one that you can still use right away to punish a poor board state by freezing their mana progression and killing their next draw.
