Has bad synergy with itself; the first ability says "pass me around", while the second says "keep me on one creature".

I actually think this ring does very well to fulfill it's purpose. Haste is only useful for one turn, so it's to be passed around, that much we've already heavily covered. So then what's the benefit on the second ability?

Simple: If you summon a creature, stick the ring on to hit with it, and then next turn you play another creature and tag the ring to it, the first creature has +1/+1 counter.

Rinse repeat and the ring does well to keep you hitting with creatures whilst simultaneously working to buff up a crowd progressively, which is perfect for a token arsenal, such as Red goblins (Hello there Krenko, Mob Boss). If you did otherwise and kept the ring on a single creature to build up the counters, it quickly becomes a huge target and this ring offers no defense for the equipped creature, so it's best to pass it around anyway.

Better than the white ring, worse than green. As said by Totema: the haste keyword wants you to keep moving the ring to new creatures you play. One of the main problems with the rings is, that they are very week, unless they stick on a creature. So if the creature with the ring dies (or get's stolen or pacified or bounced or whatever), the ring ain't worth the casting and equipment costs.

Excellent equipment. You can pass it around to give new creatures haste, but it is also cheap enough to pass back to get that counter on the creature you want.
