A better casting cost would be 2RR.

A mirrored pair with Sea Spirit. Too expensive at 5 mana, but this was a time when Fire Elemental was considered too powerful. Oh how times have changed...still, firebreathing is a decent ability when paired with a color sporting tons of removal. This would also be decent as a late pick in a draft.

Actually, I would really like to see the idea of Flame Spirit and Sea Spirit back and exactly the same only with casting costs of RRR and UUU. To me, that is what the casting costs should have been in the first place, especially since these cards were meant to embody the very essence of the element they are fighting for. Having very intensive color-devoted casting costs would suit the flavor perfectly. And I think those costs would be perfect and outside the realm of powercreep.
Maybe this would make them rare? They would at least be worthy of uncommon.
