Honestly, if I am going to be playing with 5 colors and this is in my deck, I will probably be playing domain.

This is ridiculous with shock lands. Example:

T1: Godless Shrine
T2: Steam Vents

Not starting turn 2, this card becomes "Counter target spell unless it's controller pays 4" for just 1Blue. That's better than Mana Leak.

Hah, it even references Commander playstyle in the flavor text. This card's pretty sweet in commander, and rarely expected.
