The creature can still block unless its black. This card isn't bad, its decent against black decks, but its also not so good that people would sideboard it as black hate (Sounds racist), and most people avoid maindecking cards that are mostly for use against one color unless they are really excellent. (See some of the counterspell hate out there)
Still, since no attacking is the main effect of pacifism, you could argue for its use. White doesn't get too many cantrips.

Why, I think this card is very strong by Standard standards! It is, most of the time, equivalent to exile a creature + draw a card for 2W. And of course you play this in control decks where you don't even care if the creature can block or not.
