Actually there's a minor difference since the (S)-cost would include mana drawn from from any Snow permanents, not just lands. (Like Boreal Druid for example.)
Although i'm pretty sure if the card was worded like that it would still be far from broken.

Shade ability good. Shade ability limited to only mana from lands still good. Shade ability limited to only snow mana still fine if you're running a snow deck. 3/3 for 7? Garbage. Why not get a nice cheap shade and just pay a little more to pump it? Granted, red doesn't many shades.
