I'd say islandwalk would've been more obvious than flying though either really would've been fine. It feels a bit overcosted as it is but the kicker is combolicious and Planeshift plenty of enters the battlefield-stuff in it.

I kind of wish it'd be snow too, would really fit the arctic. Had they somehow revisited this in Time Spiral block it'd probably been snow creature.

What's tougher than regular kick-ass, warm-water merfolk? Arctic Merfolk, of course! Born and raised in the bitter cold of the polar ice caps, Arctic Merfolk aren't just ordinary 1/1s for two mana, they're "Arctic" 1/1s for two mana. And if that wasn't enough, if you pay the steep kicker cost they get +1/+1, making them effectively 2/2s - and they still count as merfolk! I can see these bruisers swimming to victory in games the world over.

it's mainly just an overcosted 1/1 or an overcosted 2/2.
sure, you can make use of the bounce and trigger cip/etb effects a second time. but there are better cards to do so.
this card would be pretty awesome with flash. but then again, saving one of your creatures and getting a 2/2 for (at instant speed) is kind of lacking the major drawback, given that blue does normally not get any useful "bears" for that cost.

There are so many ways one could have improved this card, keep the same drawback, and let it still have been common. Flying is perhaps the most obvious.

While lacking Flash, this card has a very significant advantage over Whitemane Lion: It bounces your creature as a cost, preventing it from being killed in response. Now if only there was some way to get both effects at once...
