1 damage for 1 mana is better than Fireball and Rolling Thunder.
2 damage divided as you choose for 3 mana is better than Fireball for multiple targets and equal for one target, while being better than Rolling Thunder in every case.
3 damage divided as you choose for 5 mana is better than Fireball for multiple targets but worse for one target, as well as being exactly the same as Rolling Thunder in every case.
4 damage divided as you choose for 7 mana is better than Fireball for three or more targets, slightly worse for two targets (you only need to pay 6 mana for a two-target Fireball at 4 damage), and worse for one target. It is worse in every way to Rolling Thunder at this amount of mana investment.
Conclusion: It deserves a slightly higher average rating than what it's been given right now, if compared to both Fireball and Rolling Thunder's average ratings of around 4.5. Personally, I'm giving it a 3.5 to round out the rating, because... (see all)

One of the most needlessly complicated cards ever..This card holds the distinction of being one of the most called about-cards to Wizards' customer service...BTW DaaNz, it would cost 3 mana to kill a Storm Crow...

Just to add to nammertimes's detailed analysis: it's also more splashable than Rolling Thunder due to the single red mana cost. So a slight boost for multicoloured decks.
