Auramancer's gonna love this.
This gives me a reason to play that card, the lady on that artwork is so elegant. And with this enchantment she's gonna be rich (look at that art :P).

Look again, this is better than Pendrell Flux.
It hits any nonland permanent.
There's very few situations where paying the mana will benefit you in the long run. Maybe if you have nothing better to play, but with any decent mana curve, will you ever have nothing better to play?
That makes this essentially nigh-universal removal in White for TWO mana, plus dodges regenerate and indestructable.
Personally, I think that's nuts.

This is an awesome card! If only instead of destroying the card it put it back on top of the owners library, and put soul tithe back in your hand.... Well, all cards can't be Rancor I guess. Definitely playing a set of these alone trip Oblivion Ring, and possibly 1-2 Detention Sphere. What they find important enough to keep I won't give them on option on later. :

Obviously it wouldn't cause any harm on my opponent, but why should they add a restriction because of that?
I don't think enchantments or at least artifacts have more soul than lands. Especially 0cc artifacts.
Being able to cast it on lands wouldn't have hurt - except for some dumb players casting this on a land, maybe). (And to some extent it would have fitted the Return to Ravnica's enchant land theme).
Why am i so eager about this, you ask?
Well for one, "Enchant permanent" would have looked prettier :D
Also, there are some narrow situations where casting this on your own lands so you could sacrifice them in your next upkeep can make a difference.
This can be the case if you profit from the land in your graveyard (Riftstone Portal, Knight of the Reliquary),
or the land is otherwise disadvantageous while in play (Rivalry).
