Wow that is some ugly, cliched art. See also the similar ripoff in equally ugly, cliched art in "Heat Ray" (Urza's Saga version), done by the same artist.
If I were WotC I would decree that no artist may paint a picture of a human (or goblin!) sticking its tongue out. Especially if it's a red card.

What do you mean by the only card in your hand? It's an additional cost to cast this spell; you cannot play it until you pay all the cost.

Cursed Scroll uses random card from hand to function and was obviously very, very powerful. The lesson to take away from that is that you don't cast Sonic Burst until all your options are favourable. Just run as a 2~3 of in a deck that enjoys discard and cast one when the rest of your hand is things with Madness or other positive discard interactions.

It'd be usable if the discard weren't random. As it is, it's just too likely to cost you something you need (unless you wait until your hand is just this and one other card, by which point you can probably afford to play something better.)
