Kryplixx is right. In commander, this either renders an offensive commander inert or transforms one of your creatures into a super-blocker.

One of the most underrated cards on this site. The avg rating is around 2/5.
You can stop their huge creature from wreaking you or you can turn your wall or whatever (I like it on Wall of Tears) into a indestructible terror.

Its like a worse version of pacifism, with the option of turning one of your guys into a fog bank.
Would possibly run in a mono blue mill deck if there was no better choices.
