Serra Sphinx has straight-out vigilance, and costs only one more then her power. This is good, but the Sphinx is better.

This thing is a tank. You work to get it out, but it can't be Shacklesd and has what amounts to vigilange. A single Savage Beating and you win. Beefy fliers like this are hard to come by. 4/5

I like the art a lot. Sadly, the card itself is not that great. Seven mana for a 5/5 flyer with a so-so ability is too expensive. And the untap ability, while great, is with four mana a bit too expensive too.

Also, I don't get the flavor here. Untap? Why? What does a blizzard have to do with this? Normally you'd think about the strong wind, which would make me think about an ability against other flyers. Or about the intense cold (maybe something like wither? Or have creatures it kills not regenerate or lose indestructibility, or keep them tapped, anything like that?).

This is not always better. Vigilance only says "Doesn't tap to attack"--a great ability.

Let's say I drop a Curse of Chains or any other card that does something similar. Your Serra Sphinx is useless, this can still hit for a cost.

Let's say I have a powerful untap ability...Elemental Mastery...suddenly I'm way more scary than just a Serra Sphinx.

Everything has it's place.

@land_comment: It's blue because:

A) Blue likes flying creatures.

B) Blue likes to untap things.

C) Blue is often associated with winter and cold.

So, in other words, it fits perfectly in blue.
