Malignus works well too, especially with any double damage enchantment e.g Gratuitous Violence. Serra Avatar in RW equals an auto win if your life is higher than your opponent's, and as for Blightsteel Colossus...

The specific wording of "it deals damage" could be very relevant, such as in EDH.

I had a nice combo with it when I had a Mycoloth with 10 +1/+1 counters on it.
At the beginning of your upkeep you put 10 1/1 saproling tokens onto the battlefield and you can divide 10 damage on creatures or players =D

Seems underrated to me at 3.2
People love "come into the battlefield" effects on their creatures. This card makes your creatures into burn/removal. What's not to love about that? Pretty obviously works best in a deck with ramp and meaty creatures.

I like this card in combination with Ball Lightning (and/or the myriad of variants) and Grave Pact. You play your creature, deal damage through Warstorm Surge, attack, then when it dies, Grave Pact forces your opponents to sac. Which then paves the way for the rest of Ball Lightning's friends to clean up whatever's left!
