Not as bad as some people think, can be activated by a single Fieldmist Borderpost and provides effective board control! :) It's pretty interesting that red/blue/white's superstar Lightning Angel survives the mandatory pinging, and this card has surprising synergy with Azorius First-Wing, which can't be chosen as target.. Same for Galina's Knight!

Ratrase: Raka Sanctuary does 1 damage to target creature. Says that it deals damage right there on the card. Furthermore, protection prevents damage, so even if it didn't target, Azorius First-Wing would still survive.
Based on the comments here, this seems like a fairly underrated card in a rather mediocre cycle. Certainly, the cards are interesting, but that's mainly due to the requirements and the semi-efficiency of the otherwise stock-standard effects. This could certainly be a component, alongside many of the UW cards mentioned on this page, in a RWU control deck, with several enchantments that ping off your opponent's creatures. Sadly, the only other card I could suggest would be Magmatic Core. But if you toss in some Enlightened Tutors and ... (see all)

It will never end up targeting your creatures if you're running Deft Duelist and Azorius First-Wing.

If you read the card, it does not say anywhere that the backfire effect targets. So Deft Duelist would die to it. Azorius First-Wing would also be hit by it, but the protection would prevent the damage.
Oh, and Kor Firewalker works with that card too

I like my sanctuaries filled with 3-damage fire, too. Yet they arrest me when I try to spread the gospel of Raka by torching churches...

Probably the worst sanctuary in that it does nothing to directly win you the game and only gives you targeted removal that may or may not be useful and could even force you to target your own creatures.
Sure, Dega Sanctuary doesn't win you the game either, but think about the colors needed to activate it, Red and Black. Reckless colors that get a benefit from paying life. Dega Sanctuary gives you a continual supply of life to spend.
