I like to play 4 of these with 4 Jace's Erasure and 4 Prosperity in my mill deck :)

This is what I'd like to call blue land fetch. 2 lands and this one in opening hand. Drop them turn 1 + 2 + this card. Next turn, draw a new hand probably containing more land.
Or play with the obvious Psychosis Crawler

@NickDay: What will happen is since both abilities are put on the stack at the same time you choose what order they resolve. You can use whirlpools windfall style ability first and then draw, or draw then windfall.
As for the card itself, I love running the whirpools in an Izzet deck, constantly crycling through your deck is an extremely powerful ability.

This and Trusted Advisor are the all stars in my Psychosis Crawler deck.
turn 1 drop aether vial
turn 2 play the Advisor, then the Rider to draw a new hand
turn 3 return the Rider and use the vial to flash him into play at instant speed whenever you need him
After this, your chances of hitting all your land drops and finding any combo pieces goes way up.
Also, your opponent never knows if you've run out of counters.
